Mandriva comes with a packaged version of ruby but does not come with
a packaged version of rails (at least it did not in 2005.0 - you did
not specify which version of Mandriva you are running). So you
install the Mandriva supplied ruby and supported database package you
want (e.g. MySQL), ensure that you have configured the database
correctly and are comfortable adding/changing tables etc.
Then you will need to follow the steps outlined on
http://download.rubyonrails.com/ and ensure you have a working
toolchain installed because gem will have to compile a few things in
order to fit into your system (this means you will need to have the
-dev packages for your database of choice installed too).
