Rails - Sep 2005 - SCGI question

When I''m using fcgi, rails uses:
RewriteCond %{REQUEST_FILENAME} !-f
to direct only the urls that don''t correspond to an existing file to
rails.

How would I do the corresponding directive for Apache 2 + SCGI?  The
regular expression hack:
<LocationMatch \..+$>
  SCGIHandler Off
</LocationMatch>
on the posted VirtualHost example isn''t cutting it.

this template cannot handle action url like:/xml/rss.xml( used in
typo), and some url''s use another url as param[:id],
eg./subscribe/http://www.some-web.com/rss.xml
