Don''t know if this will help, but I''ve found that IE has some
trouble with
updating stylesheets. It seems to want to use the cached copy of the style
sheet until it restarts.
Try changing the style to border-color and close all instances of IE. Reopen
IE and try again. Alternatively delete the css in the temporary internet
files.
