Ok, pilot error. I found rails. The deal is that we use a packaging
system called "encap" here. When I "gem"d rails it stuck it
in the
encap repository. I was sufficiently frustrated by then that I forgot
to "install" the encap-ed version.
In other words, nevermind. I''ll shut up and lurk for a while
