Rails - Jun 2005 - Trouble getting off the starting blocks with ruby on rails

Hi,

Using http://www.onlamp.com/pub/a/onlamp/2005/01/20/rails.html

I downloaded ruby 1.8.2, using the  One-Click Ruby Installer for Windows .

I installed Ruby on Rails with

gem install rails --remote

Installed the database.

changed to
c:\rails
and entered

C:\rails>rails cookbook
c:/ruby/bin/rails:9:in `require'': No such file to load -- rubygems
(LoadError)
        from c:/ruby/bin/rails:9

C:\rails>

I did''t know what''s happening

So I entered

C:\rails>gem environment

C:\rails>"c:\ruby\bin\ruby.exe" "c:\ruby\bin\gem"
environment
Rubygems Environment:
  - VERSION: 0.8.10 (0.8.10)
  - INSTALLATION DIRECTORY: c:/ruby/lib/ruby/gems/1.8

     - c:/ruby/lib/ruby/gems/1.8

C:\rails>

When I looked through the directories I found that rubygems.rb
was at

C:\ruby\lib\ruby\site_ruby


I tried altering GEM_PATH, but I guess its being overridden somewhere,
because the error message didn''t change
