Rails - May 2005 - installing fcgi and lighttpd error

following error occurs. tried everything but cant find solution. I 
followed tutorial on http://bougyman.com/miscfiles/RailsonDebian.html.

Any help as where to start looking would be greatly appreciated.

You are either trying to start Lighttpd on root only port (80)
or dispatch.fcgi doesn''t have read/execute permissions
