Look in the help files for the axis(). Here's an example:
plot(x,y,axes=F,ylim=c(10^-5,10^-2))
axis(side=1)
axis(side=2,at=10^c(-5:-2),label=expression(10^-5,10^-4,10^-3,10^-2))
