You have to tell it how to find the include file. Look in config.site:
# Header file search directory (`-IDIR') and any other miscellaneous
# options for the C preprocessor and compiler.
# If unset defaults to `-I/usr/local/include'.
# CPPFLAGS
so I guess you want
CPPFLAGS="-I/usr/local/include -I/usr/freeware/"
zap config.cache and start again.
