You can make use of the "xpd" parameter, which controls how much
clipping
occurs; see help(par). For example, try ...
plot(1:10)
arrows(3, par("usr")[3] - .1*(diff(par("usr")[3:4])), 3,
par("usr")[3],
xpd=T)
