AFAIK there is no such package, since "statistical quality control"
includes
many different techniques -- depending on the process you want to control. I had
a lecture on this topic and we covered the whole range from experimental design
to find the most important influences, on to Taguchi-Methods to get a model for
"nuisance"-parameters and finally constructed control-cards. So you
have to be
a bit more specific what you want. There are now packages on factorial design
and there is a package on D-optimal designs in the developer section and I'm
quite sure that you find most of the techniques needed to construct control
cards as well.
