And, if earlier than 0.63.3, yes as the HTML search depends on new features. And if under Windows, yes if you want to use off-line help. My solution is to install in /ext/R/library, and set RLIBS to that. Then (modulo problems with R CMD check in earlier versions) I can use the packages from that library with lots of versions.
