make (at least GNU make) executes the "-C aDir" option before
anything else. So, your command is equivalent to
> cd ../library/mva
> make -f MakePkg PKG=mva
> cd original directory.
But in ../library/mva there isn't MakePkg.
So the correct command should be
> make -f ../../gnuwin32/MakePkg -C ../library/mva PKG=mva
