openssh unix dev - Jun 2002 - Feature Request: RSA and PasswordAuth subsequently

I want the server to require after a sucessful RSA authentication additional
PasswordAuthentication. 
This feature is implemented in the ssh-server from ssh.com and there ist 
a need for it.
Certainly i can buy the ssh.com version but i would rather prefer to use
openssh.
If nothing obvious militate against the attempt to implement this
feature for openssh, i toy with the idea to do it myself.
Unfortunately im not following this list long enough to assure that
nobody else tried this before, so please hint me to the archive if
someone did.
