openssh unix dev - Jan 2002 - [Bug 71] configure is looking for zlib but I don't have one and I can't turn zlib off.

Zlib is not optional - it is a mandatory part of OpenSSH. You should install it.
If you have zlib installed, you may need to tell configure where to look for it.
