Nut upsdev - Sep 2013 - '^' character in APC Smart protocol

I Want to build something like http://tandem.ck.ua/ups_mtm-eng.php , but
based on arduino.

I'm reading http://www.networkupstools.org/ups-protocols/apcsmart.html now.

My question is : what is the ascii code of '^' i.e ^A from that page ?

Is it ^ + A ?
Or is it ctrl + A ?

Background : Mikrotik have ups monitor feature.
Based on http://wiki.mikrotik.com/wiki/Manual:System/UPS , it refer to
http://www.networkupstools.org/ .
Unfortunately theyonly deploy the APCSmart part while most people use
basic UPS with drycontact.
