are you using the tcp-window-tracking patch from patch-o-matic?
We've just fixed a bug today in the tcp window tracking code that could
cause
exactly this behaviour.
However, with vanilla kernels I cannot reproduce this.

I haven't had the behavior since I upgraded to 2.4.21 (and neither with
2.4.22).
I believe that the CAN-2003-0187 bug was the problem I was seeing, since it
seemed to occur after a large number of outbound connections were attempted
(open in tabs in Mozilla Firebird can general a lot of connect()'s).
