llvm dev - Nov 2019 - LLVM commit access for a new contributor after github move?

Hi,

https://llvm.org/docs/DeveloperPolicy.html#obtaining-commit-access still
describes the SVN process. How do things work now that we're on github?

is up-to-date.  The website sync is still broken.
