llvm dev - Dec 2017 - 5.0.1-rc3 release on Thursday

Hi,

It looks like we are going to need to do a 5.0.1-rc3 release.  I will
tag this release at around 12:00 UTC on Thursday.  Please try to wrap
up -rc2 testing before then and report any critical issues you find.
