There are no important bugfixes specific to ext3 since the last WIP release, but some of the option handling for fs create has been cleaned up and there are non-ext3 fixes and improvements in it. However, any ext3 users still using e2fsprogs-1.19 or an old 1.20-WIP should really upgrade, as there is a critical recovery bug in older e2fsck code which was only fixed in February or March, if I remember correctly.
