Don't get discouraged by the early beta version numbers, it is quite usable indeed. The focus is not on multitude of features but rather on general usability and interface sleekness. I'll add Usermin (webmin.com/usermin.html) to the list, which is part of the webmin (webmin.com) program. It's more than just a web based email client, but you can limit features that you don't want users to access.
