It would, but I don't want that, at least not currently. My plan is to
merge them in some way at some point, but the Sieve code will always be
kept out of the main Dovecot tarball as some kind of plugin.
The Sieve code is something I don't really want to touch myself, and I
don't want it to be included in Dovecot's "1000 EUR for security
hole"
competition (or whatever it should be called).
Since the patch was a bit too large, I didn't accept your original mail
