Let's fill in a few blanks first:
1. What version of asterisk are you using?
2. What routing devices are you using?
3. Are you using the jitterbuffer options in iax.conf?
4. How many users do you have making calls on this T1?
5. Are there any other applications that are using this bandwidth?
What to try:
1) Ping from one asterisk box to another. Do a lot of pings (over
100). Are any dropped? What are the times? If none are dropped and
your delay is less than 150ms, your problem is probably jitter
(packets arriving out of order).
2) Take a look at the sample iax.conf that comes with asterisk (make
samples). It has a lot of information jitter buffering and the
options you can use to reduce the problem.
3) If possible, enable QoS on your routing devices. Go to the wiki
and search QoS for more info.
