asterisk users - Apr 2004 - Default Language support in IAX2 channels

If you're calling voicemail from IAX clients and want voicemail or other IVR
prompts to be in some other language than english, this is a patch that you
need to test.

This patch allows you to set the default language for a user/peer so that
when they call Asterisk, they're getting the right prompts automatically.

Please test and confirm your results on the bug tracker. There are patches
both for CVS stable and release.
