I try to create a rails project as usual user. It does not work. If I do that as root it works fine. Also commands rails -v and gem -v does work only with root rights. Almost the exact thing happened to me. I can''t really give any useful advice other than saying that I got it to work again by re-installing rails. Only thing is that now, lighttpd and the ruby console don''t work for me anymore. In hindsight, I think my installation was all fine until I tried to use Locomotive to run apps, so I''m going to blame that for my broken install.
