Yes, they posted a message about this recently. There's some maintenance happening and CRAN will be unavailable for a while. I can't find that message, but I think it was 2 or 3 days of downtime. I know last week there was an anouncement about a maintenance scheduled but I cannot place that e-mail right now and don't remember the date exactly so I cannot say for sure this is what is happening.
