Startup scripts haven't been implemented for User policy, only for
machine (which is why you see them applied as root).
There is a User policy for cron jobs:
https://dmulder.github.io/group-policy-book/scripts.html
This doesn't apply specifically on startup, but you could write a policy
that runs the script as that user on a daily or hourly bases, for example.
