wine users - Jun 2005 - Error message: "no ip handle err 2"

All,

I have restored an old version of dll configs and wine 20041019 and M$ 
office works well. A few apps have issues and attempts to run firefox 
result in:

"no ip handle err 2"

Does anyone know what dll provides ip support?
