Rails - Nov 2007 - I have a small budget, where can I find a ruby programmer without breaking the bank?

I know everybody''s gotta eat, so I am trying to find someone who might
not be a rails ninja, but has good core skills for a fun project I am
working on. Any suggestions or thoughts of where or who I should talk
to. Thanks!

Also consider that many developers would consider working out a deal 
where work for you fills in the lean times at a lower rate.  It is sort 
of like "run of station" advertising on a radio station.  Companies 
sometimes work out a deal to take "all the advertising they can get for 
half price".  Then wherever the station manager has a hole to fill, they 
plug in some cheap advertising for one of their run-of-station 
companies.

So if you are willing to be patient and understand that there will be 
occasional times when it seems like you''ve been forgotten, there will
be
other times when you are feasting on the fact that there is a shortage 
of work for some time.

if it''s not to make money, you may start it as an opensource project.

it''s cool enough, you will get people work on it for free.
