LARTC - Apr 2004 - tc command failed on 2.4.21 kernel

Hi, 
 
Will TC work on 2.4.21 kernel without any patches? If it does, why tc command
failed?
 
For example,
 
# tc qdisc show dev eth0
RTNETLINK answers: Invalid argument
Dump terminated
