Rails - May 2005 - ActionController errors on Ubuntu Linux

I just installed ubuntu and downloaded just about every package I could 
think of that was related to Ruby. I was finally able to get rubygems 
working and got the latest version of Rails.

Now when I run the rails command, I get the following error. any ideas?

I just finished installing rails on a bare ubuntu (hoary) box.  I 
compiled from source and didn''t run into any problems.  Maybe avoid the
ubuntu ruby packages?

Did you follow this procedure?
