I have had great results with dBpowerAMP Music Converter (http://admin.dbpoweramp.com/) in converting Waves to Oggs. It comes with a CD audio function that allows CD tracks to be converted to Ogg, MP3(lame) or WAV. It's free also. You will need to grab their Ogg Vorbis module separately.
