R devel - Mar 2008 - ambiguous example in as.Date() documentation (PR#10990)

The note in the as.Date() documentation is ambiguous (is it referring
to February 3rd, 2001, or March 2nd, 2001?)  While it is certainly true
that one could peruse the ISO 8601 standard to determine which ordering
is correct, changing the example day to one where the day value is >12
would resolve the ambiguity.

Current Note:

     The default formats follow the rules of the ISO 8601 international
     standard which expresses a day as '"2001-02-03"'.

Proposed Note:

     The default formats follow the rules of the ISO 8601 international
     standard which expresses a day as '"2001-04-29"'.
