rsync - Sep 2011 - Post held in moderation "Rsync chokes on this file"

I sent a message with the above subject:"Rsync chokes on this file",
which
as a 7Mb file attached to it and got a message that the post was held in
moderation because the attached file is too large.

What is the procedure for sending a file to the developers for checking?

Can I upload the file somewhere and create a link to it in my email, or
submit it to some email account that permits it?
