rsync - May 2003 - Error 23 reported each time I try to rsync

Each time I try to rsync I get error 23

rsync error: some files could not be transferred (code 23) at
main.c(636)

I see that files that has 700 permission are not synchronized by the
root

My box has:
Mandrake Linux release 9.1 (Bamboo) for i586
Kernel 2.4.21-0.13mdk on an i686
rsync-2.5.6-1mdk

I'm sure it is more than just 0700 perms that is causing the
problem.  Try creating as small as possible a test case.
