wine users - Nov 2009 - installer 3.1 is required

when i tried to install msn 8.5

there is pop up windows saying: either it is not in safe mode or it has windows
installer 3.1 or later,

is there anything i'm missing when i install the programe?

I hv got the msi file but 
sorry i dun understand step 3
3. msiexec /i filename.msi

This is the command you run in a terminal.

install & execute always via winefile

start will run msi files too...


wine start misfilename.msi
