CentOS - Jan 2006 - rc script not running on shutdown

I've create a script and associated links(via chkconfig).  The script
runs in the expected runlevels at boot time, but does not run at
all during shutdown(halt, reboot, etc).   I swear I've done this
a million times.  What am I overlooking?

# cat /etc/issue

why K07 S10 and K87?  Shouldn't it be S10 and K87 all of them?

Yes.  I ran into this problem myself not too long ago.  Your script must
create a lockfile on startup if you want it to run during shutdown.
