what was ballooned here? dom0?
if yes:
Do not
ballon
your dom0 ever
(unless it''s just a test or dev workstation, there you may even say
"works for me".
Pin dom0 to a sane default and stick by it, disable it''s ballooning.)

the purpose of libvirt is to provide an abstraction layer hiding all
xen features added since 2006 until they were finally understood and
copied by the kvm devs.
