Currently, the scripts in /etc/xen/scripts won''t get overwritten if they exist which means that changes can easily not get updated. This makes it so the scripts always get installed. Also, it fixes the test for the configs to always check for existence -- arguably, they could be always replaced also, but figured that at least makes more sense to leave as-is.
