Summary: Add TextUrlEvent

Initial Comment:
The undocumented TextUrlEvent is a subclass of CommandEvent which contains
additional info about the URL clicked in a TextCtrl created with the AUTO_URL
style. It''s currently missing from wxruby2 so there''s no way
to retrieve the clicked URL.

The class is described in the wxWidgets headers in wx/textctrl.h
