Summary: TextCtrl#append_text doesn''t work when text is in UTF8

Initial Comment:
TextCtrl.append_text should append the passed text to the textctrl''s
content. However, if the passed text contains multibyte UTF-8 characters, it
will show as blank.

On OS X 10.3, wxruby 0.0.38
