wine users - Nov 2006 - Cannot install program. Errors out with 0x80040702, Failed to load DLL: Setupapi

Good evening!

I'm trying to install "Garmin POI Loader v2.3.2" from
<http://www.garmin.com/support/download_details.jsp?id=927>
with Wine 0.9.25. on a Gentoo Linux x86 system. The installation always
fails :/

After running the installer, I get the following error message:

I did not "customize" the ~/.wine directory, nor did I run winecfg.

What can be done to overcome this issue?

On the newsgroup comp.emulators.ms-windows.wine someone posted
a solution at

This fixed the issue for me.
