In answer to my own question, this issue arises when trying to use
hidden windows/channels in mIRC; if I hide a window/channel (for bot
activity, etc), alt+tab to another window (browser, file, etc) then
switch back, the above dump occurs. mIRC does run ok, however, as long
as I don't use the hidden channel feature of mIRC -- mark that feature
as "broken".
