Summary: Move native IO routines to the IO class

Initial Comment:
The nread and nwrite methods to the IO class, instead of the File class.  Also,
create class methods for each.

Update: the nread and nwrite methods were removed from the pure Ruby win32-file
class, but I have not yet released a win32-io package.
