Vorbis - Jun 2009 - Audacity encoded Vorbis skipping 1.5 seconds

Hi,
?
I'm having trouble with Audacity and Vorbis.
Having proccessed a number of raw WAV files, I export to a mono Vorbis file,
quality 5.
I open it first with VLC, then Windows Media Player, and both play the file aprx
1.5 seconds late, therefore skipping the first 1.5 seconds.
Any idea why it's doing this, and how I can remedy it?

can you post a link to an example output file?

James sent me the files and I up'd them.  Hopefully it will be of use
to debug the problem at hand.

I just found that if I export to stereo, it works fine. Any idea why a mono file
would skip the first 1.5 sec, but not when played by Audacity??
