It's really just a matter of the encoder storing the information in the comment header. Under Windows, my ripper (http://xtractor.sourceforge.net/) does store the track info in .OGG files. I have a program that does this, but it's pretty much unusable. Kenneth Arnold (author of vorbize) said he would work on it, get it into a usable state, etc. The libvorbis API gives you most of what you need, and you can work around the one bit that it doesn't currently do nicely fairly easily. The default display name if there is no tag present should be the filename, as with most MP3 players.
