What I don't understand is, if the original email was flagged to be 
moderated, then why it was allowed anyway? Clearly, it shouldn't had 
been allowed, much less repeated.

I think Geert Stappers meant that all email from that address will now be
moderated.  Iirc, addresses that aren't subscribed and confirmed may not
post without moderation.
