Of the 11 functions in the C API, only 4 are currently in the C++ API, this patch adds the missing 7. If this patch is ok, VorbisComment will be next. A quick look tells me only 5 out of 13

During my current dealings with the FLAC library I think I discovered a memory leak. After an encoder stream has finish()'ed, I believe you are supposed to use it again by calling init(). However, when verification is enabled, the init() routine will create a new stream decoder (to verify the data) without deleting (or reusing) the existing one. However, using this yields only the standardized coefficients, but does not give me the standard error.
