Boot up to runlevel 1 and disable Shorewall startup. Reboot the system
up to its normal runlevel. If it won''t come up to that runlevel then
you
have other problems.
Once the system is up, "/sbin/shorewall trace start 2> trace" and
look
at the trace file. You will be able to see where it is
stopping.>

It depends. I would certainly read the "Migration Issues" sections of
those major releases between where you currently are a 4.2.
