Shorewall users - Sep 2004 - can someone tell me what this means

I have a bunch of servers and workstations, all with the Shorewall
one-interface setup.  On one, which happens to be my test box, I get
tons of lines like this:

What does it mean?  A ping request, maybe?  Thanks, and excuse my ignorance.

Shorewall FAQ #21 deals with ICMP type 3 messages. They are packets reporting 
errors and in some cases, Netfilter fails to correctly associate them with an 
earlier outgoing request.

These messages are largely suppressed by the ruleset generated by Shorewall 
2.1.
