Mod_Throttle for Apache 2?

Centos at FOSDEM in Brussels?
Hi, I'm a Centos user in Brussels, BE. OT: Which programming language should I use?
Sorry for the OT post, just looking for a pointer from somebody who's been there and done that. I'm looking to write a program that will allow for managing documents that have been encrypted with AES. CentOS for commercial use
I'm a home user of CentOS (a desktop and a laptop) because I like the quality of the product and I love the cost. I'm a great believer in FOSS.
